my laptop and i are not friends right now

so my laptop has decided to hate me today. every time i try to open a program or go online for research, it just freezes up completely like it’s having a tech tantrum. i’ve tried restarting it twice already but nothing seems to fix the issue. is this normal? should i just give it another day to chill out before trying something else? i feel so behind on my work now and need some advice. how do you guys deal with cranky tech?
