my kids and the old car

so my husband and i have this ancient car that runs but it looks like a total piece of junk on the outside. we've been talking about getting a new one for months now but there are so many other bills and debts piling up its hard to justify spending a ton on something like that when there are so many urgent needs. anyway, my oldest kid decided she needed a car for school, and after much negotiation and some pushing from me we finally let her have the old beater with all kinds of rules about only driving it around town, no long trips or highways until shes more experienced, wear seatbelt every time etc. anyway, today i find out my husband took my daughter without telling me and went on a road trip to visit his mom 2 hours away. we argued for days about how irresponsible it was just letting her drive there, especially after all the rules we had set up specifically to avoid this kind of thing happening, and then when he did it himself behind my back it felt like the ultimate betrayal of trust. i know hes trying to be a good dad by giving our kids more freedom but sometimes it feels like hes not thinking things through and putting them in danger just for kicks. now we have no way to punish her without seeming hypocritical since both parents broke the rules.
