New City Blues (Or Maybe It's Just Me)

Moved to a new city last week, and I still don't know anyone. Spent the whole day yesterday just sitting on my balcony watching people walk by, which feels dumb but also nice in its own way. Went out today hoping to meet some cool locals at a coffee shop, but ended up chatting with an old guy who only talked about his cat. Told him it was great but wanted to talk about movies and books instead. Should I just stick to my balcony? What's normal for people starting over somewhere new? Any tips?
