New Kid in Town Struggles With Small Talk

I just moved to a new city for work and I've been struggling with small talk. It's funny how hard it can be to start conversations when everyone around you is already part of established friend groups or cliques. Yesterday, I decided to try my hand at being more outgoing by starting a conversation about the weather during lunch at a cafe. But instead of asking if anyone liked the sunny day, I asked someone 'So, do you enjoy cloudy weather?' The person looked at me as though I had just proposed marriage on their plate. It's been frustrating because I know small talk is important for building connections, but it feels like trying to solve an impossible puzzle with all pieces missing. Maybe moving here means I need to change how I approach making friends and networking? Or maybe the weather was just a terrible icebreaker.
